EMS Chief / Chief Executive Officer
Robert Hotchkiss Jr. is the Chief Executive Officer/ EMS Chief of Southern Chester County EMS, Inc. He began his career at Southern Chester County EMS in 1989 as a volunteer EMT driver for MEDIC 94. Chief Hotchkiss was initially employed in 1991 as a part-time paramedic. In 1992, He then was selected as the EMS Supervisor and served in that position until assuming his current role in December 1998. Chief Hotchkiss began his EMS career in 1981 while serving on the campus ambulance at the University of Delaware where he earned a Bachelor’s degree in Political Science. He served as an EMS Coordinator with the Chester County Department of Emergency Services before completing his paramedic education at the Medical Center of Delaware School of Pre-Hospital Education and served as a paramedic with New Castle County Department of Public Safety. He is nationally certified as a paramedic and is instructor certified in Cardiopulmonary Resuscitation, Advanced Cardiac Life Support. and Pediatric Advanced Life Support. Chief Hotchkiss is also a Certified Hospital Emergency Coordinator (CHEC) and has earned and emergency management certification at the Professional Level. Chief Hotchkiss is the recipient of the Chester County EMS Council’s highest honor, the Margaret Hoover Brigham Award in 2010 and served as the President of the council from 2002-2006.
Chief of Operations
Matthew Collins joined the SCCEMS / Medic 94 team in 2022 as a per diem paramedic. He transitioned to the role of staff paramedic before assuming the role of Chief of Operations. Matt has been a paramedic since 2010 and holds a Bachelors of Science in Health Sciences from West Chester University. He also operates as a tactical paramedic for the West Chester Regional Emergency Response Team. Prior to his time at SCCEMS, Matt worked as a paramedic for Delaware County Memorial Hospital and Malvern Fire Company. He also worked as a flight paramedic for JeffSTAT‘s critical care transport team, where he served as the department’s Total Quality Management Coordinator. Matt came to SCCEMS from Good Fellowship Ambulance and EMS Training Institute, where he served as Operations Lieutenant and ALS Program Coordinator.
EMS Technical Sergeant
Don Keith has served SCCEMS Medic 94 since its inception in 1983. As one of the original staff paramedics, Don’s sergeant responsibilities include management of the vehicles, equipment, supplies and communications within the department. He was named 2004 Chester County Paramedic Of the Year and has multiple commendations for cardiac arrests saves, clinical excellence and pre-hospital deliveries.
EMS Sergeant
Jake Barnes has served SCCEMS Medic 94 since 2018. Jake’s primary responsibilities include community outreach and public relations. Jake holds a Bachelors of Science in Emergency Health Services (Paramedic Concentration) from UMBC, previous served as a Firefighter / Paramedic in Arlington, VA and has earned multiple commendations for cardiac arrests saves during his tenure at SCCEMS.
SCCEMS Medical Director
The Southern Chester County EMS Medical Director, Dr. Joshua Simon serves as the clinical lead for the organization providing medical consultation, training and oversight of the advanced life support providers. Dr. Simon is a graduate of the SUNY Upstate Medical University and completed his residency at Temple University Hospital. He is boarded in Emergency Medicine and is both a Pennsylvania Dept. of Health Medical Command and EMS Physician.
